How is it determined which
homes will receive sound insulation first? |

The City offers insulation
to eligible homeowners in a prioritized order starting with the
most noise-impacted block to the least as prescribed in LAWA
BOAC Resolution 193257.
With the consent of LAWA, the City applies up to 35% of
insulation funds for use in areas ease of West Boulevard in the
northern contour and east of Yukon in the southern
contour. The "noisiest first" prioritization
method applies within this area also. |

What is the difference land
recycling and home insulation? |

Inglewood currently employs
both of these methods of noise mitigation. Land recycling removes
the most heavily noise impacted houses and relocat4ed residents
to quieter neighborhoods.
Sound insulation provides homes with acoustic windows and
doors, attic insulation, HAC units and other sound transmission
modifications. |

How are the noise levels
measured? |

LAX has placed six noise
monitors within the City of Inglewood that measure noise 24
hours a day, 365 days a year. Single events, hourly noise levels,
daily noise levels and average daily levels are measured.
Each monitor must comply with State and County regulations and
is calibrated acoustically per State requirements twice per
year. A calibration to ensure hardware is functioning
properly is performed daily. |

The State Department of
Transportation and the FAA. The Inglewood City Council has
no authority with respect to Federal and State rules and
regulations. Congress and the State Legislature possess
this authority. |

The Federal Aviation
Administration and Los Angeles World Airports both must agree to
expand the eligibility contour outside the current 65 dB level
boundary lines. The 65 dB criteria for eligibility within
Inglewood is also the standard applied nationwide. |
